"Fred Haynes has a leadership style that is inclusive and gets decisions made. My experience is from the time I was President of the Gordon Head Residents Association (2012 - 2014) when our community was dealing with what became known as the Cattle Feed Lot in Gordon Head. We had been struggling with the issue for several years. It appeared quite simple from our perspective. The Local Area Plan and the Saanich Official Community Plan both called for the property in question to be excluded from the ALR, upon application. Those policies had been in place for 20 years. Unfortunately, we could not convince the Council of the day to follow their own policies.
It was not until Fred came along, studied the matter, met with a great number of residents, Saanich staff and council colleagues to fully understand the situation. He then brilliantly championed the community’s cause on Council such that the matter was resolved to everyone’s satisfaction.
I believe that Fred is the consensus builder that Saanich Council needs as it moves forward to tackle the serious issues in front of it. These include housing, transport, neighbourhood environments, greenspace, farming, taxes, economy, possible amalgamation and more."
