Announcing Candidacy for Mayor of Saanich

Responding to requests from the community, in January, I announced my candidacy for Mayor of Saanich in the October 20th election. A first-term councillor, I feel humbled to have the trust of so many residents across the municipality. 

The election is several months away and I think we best serve our residents by focussing on our work for the good governance of Saanich. Elected in 2014, I love my job on council and I apply myself every day to working productively with my colleagues on resident’s behalf. That is council’s job for the next several months. The election issues and decisions will come soon enough.

In conversations with residents, many express concerns about the status quo, as well as an appreciation for the fresh and energetic approach I have brought to council. Thank you.

I take the work of Council seriously. My commitment is to continue working collaboratively on the issues we face. For the rest of this term, I am focused on working to be as effective as I can, on behalf of the people of Saanich.

Background:

Fred lives with his wife Cathy. Together they have three grown sons and two dogs. He believes in the opportunity for an exceptional Saanich that is environmentally resilient, economically vibrant and affordable.

Prior to his election to council, Fred’s experience in Saanich included an 11-year history of board positions and energetic volunteerism. Working with community, he was instrumental in restoring the local community hall, funding Music in the Park, ensuring the sewage project included tertiary treatment, hosting a pocket farmers' market, and preserving the weir on Prospect Lake. As an entrepreneur in the private sector he has 29+ years as a publisher and in business development. 

His Ph.D. in biomedical sciences from the University of Toronto was completed on a Commonwealth Scholarship from the UK. Fred started his career as an educator at schools and university. He holds an 8th level black belt in Aikido.  He has lived and worked in Japan, the UK and several cities in Canada. These experiences help him bring a broad perspective of new ideas and a fresh approach to working productively in resolving municipal issues. 

Based on Fred’s conversations with residents, in his first 2 years as a councillor he brought 22 unique resolutions through Council and the CRD. These included a solution for the Gordon Head cattle feedlot, Council’s ongoing work on detached secondary suites, increasing on-campus student housing, small lot single-family homes, administrative efficiencies in development permits, recognition of First Nations, help for farmers dealing with animals damaging crops, actions on human trafficking, and financial support for the South Island Prosperity Project, the successful regional collaboration focussed on improving our economic prosperity.

As the Federal and Provincial governments have levers over municipal matters, Fred believes the voice of municipalities can advocate for residents with higher levels of government. He has taken policy initiatives to the regional, provincial and federal levels. These include: housing supply and affordability, on-campus student housing, co-op housing, reduced property transfer tax, improved renovation tax credits, a level playing field for ridesharing in the taxi industry, removal of microbead plastics from industrial ingredients, the Trans-Pacific Partnership, a call for Federal support on world nuclear disarmament and more.

On council he has learned how to move policy at all government levels. eg successful resolutions were supported at Saanich, the CRD, the Association of Vancouver Island Coastal Communities (AVICC), the Union of British Columbia Municipalities (UBCM), and the Federation of Canadian Municipalities (FCM) and by letters from Council to Ministers, MPs, and MLAs. Their success required the support of fellow councillors, other Mayors and councillors, and MLAs, MPs and Cabinet Ministers.

Fred cares about the future of Saanich. In addition to costs and efficiencies of services and controlling residential tax increases, this includes examining amalgamation, improved shared service agreements, a regional police force and regional fire dispatch. The growth of our commercial tax base, encouraging family-supporting jobs, enhancing local food security, protecting our natural assets and embracing our cultural diversity are parts of this future.

Fred shares the hopes of other parents and residents for a successful economic and environmental future for younger generations. This is combined with helping our older generations succeed in aging well.  He is interested in providing resources for residents to support mental wellness.

To achieve these ends, Fred believes in working collaboratively so that we can better foster the mixed age, diverse, well employed, well housed, resilient and healthy population with access to nutritious local food and the healthy environment we require for future prosperity.
