Gordon Head Cattle Feed Lot Solution

The effective resolution that resolved this difficult, long-standing problem.

Initiatives to improve housing accessibility delivered council support for:

  • provincial funding for on-campus student housing. Results:$450 million 
  • garden suites study
  • stimulating rental housing
  • co-op housing funding
  • seniors’ renovation tax credits
  • options for small lot single-family homes
  • building permit efficiency review

Regional Transportation

The Smart South Island Initiative is shortlisted for $10 million transportation grant.

More Background - for the super avid reader!

Prior to election in 2014, Fred had an 11-year history of board positions and energetic volunteerism in Saanich. He was instrumental in restoring the local community hall, funding Music in the Park and ensuring the sewage project included tertiary treatment.  He was Chair of the Saanich Community Assoc. for three years, hosted the Prospect Lake pocket farmers' market, was a Director with the Peninsula Streams Society and a founder of the Prospect Lake Preservation Society. 

International Perspective
His Ph.D. was completed on a Commonwealth Scholarship. Fred started as a teacher in schools and university.  He has worked in Japan, the UK and several cities in Canada. These experiences help bring a broad, collaborative perspective to resolve municipal issues. 

Innovative Solutions
In his first 2 years on council he brought 22 unique resolutions through Council and the CRD. These include resolving the Gordon Head cattle feedlot, Council’s ongoing work on detached secondary suites, increasing on-campus student housing and small lot single-family homes. Also, administrative efficiencies in development permits, recognition of First Nations, help with farmers' crop protection, actions on human trafficking, and initiation of the South Island Prosperity Project.

Talking to Higher Levels of Government - Effectively
Federal and Provincial governments have levers over municipal matters. Fred has advocated successfully for policy initiatives at the regional, provincial and federal levels. These include: housing supply and affordability, on-campus student housing, co-op housing, reduced property transfer tax, improved renovation tax credits and leveling the playing field in the digital economy. Also, removal of microbead plastics from industrial ingredients, the Trans-Pacific Partnership, a call for improved Federal support for refugees and sponsors, the need for world nuclear disarmament and more.

Earning the Support of Others
Fred has learned how to move policy in Saanich, at the CRD, AVIC (Association of Vancouver Island Coastal Communities), the UBCM (Union of British Columbia Municipalities), and FCM (Federation of Canadian Municipalities). This success required earning the support of Mayors and Councillors across the region, BC and Canada.  

Future of Saanich
Fred cares about the next generations. In addition to the efficiencies of services and controlling costs and tax increases, this includes examining amalgamation, improved shared service agreements, regional police and fire dispatch. He sees ways to grow our commercial tax base, encourage family-supporting jobs, enhance local food security and reduce costs of living. This can all be done while mitigating climate change, protecting our natural assets and embracing our cultural diversity.
